WA – 96 – 1-Colorado River Compacts

WHEREAS There has been much discussion in recent years about the future of water development in the West; and WHEREAS Several proposals have been controversial because of their potential impact on the Law of the River; and WHEREAS There has been an increase in the level of public debate on the original concept and purposes of the Interstate Compacts, with some advocates suggesting that the concept of water as private property is outdated, and others suggesting that all water should be developed immediately in order to protect Colorado's entitled share from development by other states; and WHEREAS Such debates call into question the permanent understanding of the Compact, which has been that Colorado may develop its entitled share of Colorado River basin water at its own pace, NOW, THEREFORE, BE IT RESOLVED that CLUB 20 continues to support the Colorado River Compacts as the best means for preserving a peaceful and orderly development and wise use of Colorado River basin water and as the best means for ensuring Colorado's share of such water, and continues to oppose any measure that would weaken the Law of the River.
