WHEREAS ‘1041’ authority: C.R.S. 24-65.1-101 et seq. of the Colorado Statutes, allow counties to identify, designate, and regulate areas and activities of state interest through a local land use permitting process, and WHEREAS 1041 powers exercised by counties provide the most effective means for county governments to guarantee proposed water projects are in the best interests of their citizens, and WHEREAS such 1041 powers are a source of constant disagreement with potential water diverters, and WHEREAS periodic legislative proposals would limit these powers; NOW, THEREFORE, BE IT RESOLVED that CLUB 20 shall continue to oppose any attempt to limit the 1041 powers of counties with respect to proposed water projects.
