WHEREAS the State Water Supply Initiative (SWSI) phases 1 and 2 have shown the need for additional water storage in order for Colorado to meet its 2050 water demands; and WHEREAS the Roundtable and Interbasin Compact Committee (IBCC) programs have developed “identified projects and processes” which include the need for additional water storage in order to meet the consumptive and non-consumptive water needs throughout the State; and WHEREAS the time and cost to construct new or enlarged reservoirs, and to rehabilitate existing structures to reach full capacity, is significant; and WHEREAS the Colorado Water Conservation Board and the Colorado Water Resources and Power Development Authority have loan programs that are critical to assisting with construction and rehabilitation of storage and hydroelectric power projects. NOW, THEREFORE, BE IT RESOLVED that CLUB 20 supports the CWCB and the Authority loan programs; and BE IT FURTHER RESOLVED that CLUB 20 supports the Roundtable and IBCC as forums to develop storage plans that meet the multiple needs and to consider the concerns of the various interests and water needs, and to the extent possible, consider and include hydro-power as a component of these projects.
