WHEREAS the Clean Water Act requires and the EPA has promulgated rules to address control and mitigation for non-point source pollution; and WHEREAS non-point source pollution affects many Western Colorado streams and rivers with attendant impact to both the environment and the human communities; and WHEREAS the State of Colorado has a large stake in demonstrating leadership and setting a proactive posture to assure non‑point source pollution and control is accomplished in a cost-effective and cooperative manner;THEREFORE BE IT RESOLVED that CLUB 20 urges the Colorado Legislature to create and fund a program to assist in non‑point source pollution control and mitigation, and BE IT FURTHER RESOLVED that CLUB 20 stands ready to assist the legislature in this effort and is prepared to work on and support legislation to accomplish the goal of establishing a non‑point source pollution control and mitigation fund.
