WHEREAS the energy policies of the past are still not working. Our nation continues its dependence on foreign energy and we need to develop a plan that ensures the nation will have adequate future supplies. Uncertainty of reliability and price has been harmful to businesses and consumers and is disruptive to local and regional investment. Reliable and affordable energy is the foundation of modern society underpins every aspect of modern society. Our health, transportation, jobs, economy and standard of living depend on it. Our country continues to rely heavily on foreign energy sources, and we must create a plan to ensure sufficient future energy supplies. Uncertainty about reliability and price has hurt businesses and consumers and has disrupted local and regional investment
WHEREAS, to maintain CLUB 20’s commitment to a robust economy and a clean and healthy environment, we need to pursue a national energy plan that will result in a diverse energy portfolio that will include conventional/traditional, unconventional, renewable and alternative energy resource development, energy efficiency and conservation; and
WHEREAS Western Colorado is blessed with an abundance of energy resources that have been critical for supporting substantial population growth and driving a vibrant economy. These include traditional resources such as oil, natural gas, coal and hydropower; as well as newer technologies including energy efficiency, nuclear, solar, wind, storage, geothermal, biomass, shale oil,, carbon and methane capture technologies, critical minerals,; and unconventional oil and gas techniques .Together, these local energy resources establish the foundation for a clean, diversified and secure energy future; and
WHEREAS the nation needs to develop all available energy resources to:
Protect the economy from energy shortages and price increases.
Accommodate the energy demands of a growing, and mobile population;
Better position the energy system to respond to new environmental challenges, including proposed, strict limitations on emissions.
Take advantage of the development of new technologies that will lower the cost of all energy and reduce the expenses associated with controlling emissions;
WHEREAS refinery capacity and energy transmission infrastructure have not expanded to keep up with demand.
WHEREAS Energy projects are stymied by inefficient processes and over-litigation. This wastes time and money, threatening our energy security and our plans for a cleaner energy future, impacting every type of energy project, from mines to transmission lines, fossil energy to renewables.
WHEREAS Western Slope energy producers comply with stringent environmental regulations compared to foreign producers from countries with less rigorous standards. This should be turned into a competitive advantage.
THEREFORE BE IT RESOLVED To uphold Club 20’s commitment to a strong economy and a clean, healthy environment, we must pursue a national energy plan that promotes a diverse energy
portfolio, including conventional, renewable, and alternative energy sources, along with energy efficiency and conservation; and that protects private property from eminent domain for energy projects.
THEREFORE BE IT RESOLVED that CLUB 20 supports the mission to enhance the balance and overall adequacy of all energy resources in a way that will achieve any or all of the following objectives:
strengthen economic growth, promote energy price stability, improve the environment, and maximize reliability and abundance of diversified resource supplies.
stress incentive-based, voluntary approaches that will assist states in reaching their energy goals and will take into account federal programs that could support the development of clean and diversified energy.
Enable energy producers to access global markets for their energy products.
Balance the impact of the regulatory environment to support a robust energy industry with a clean and healthy environment.
Enact substantive permitting reform to streamline processes and reform litigation rules so that all forms of energy can be deployed in a timely, cost-effective manner
THEREFORE BE IT RESOLVED that Club 20 supports legislation to develop a national energy policy that ensures American energy security utilizing a diverse energy portfolio including but not limited to:
development of all viable energy resources;
energy efficiency and conservation that addresses the present and the future.
support for best practices in managing surface facilities and land-use;
protection of our natural environment, wildlife, air and water resources
seeking opportunities to increase the supply of petroleum products through expanded refining capacity, additional pipeline capacity and sufficient tanking infrastructure.
Enhancing the capability of our energy systems, including refinery and transmission infrastructure, for the benefit of end-users.
THEREFORE BE IT FURTHER RESOLVED That Club 20 supports federal policy to address economic, geopolitical, and national security concerns by promoting the benefits of U.S. products, encouraging cleaner production among our trading partners, reducing reliance on foreign polluters, and enhancing competitiveness of U.S. industries.
